Serving as City Commissioner for the City of Pikeville for three terms is an honor and a privilege. We have a great team who have mutual respect for each other. We do not agree on every issue, but we work together to maintain Pikeville's reputation as the most progressive City in Kentucky. Most importantly, we share a vision for this community.
Continuing our comprehensive planning, modernizing infrastructure and promoting inward investments to move Pikeville forward. We are committed to keeping Pikeville prosperous, clean and progressive.
In addition to economic progress the Commission strives to provide a high quality of life for the community. As a result of parks and athletic facility improvements, the City of Pikeville won National Recognition for this. Arts, entertainment, retail, and restaurant options are rapidly increasing as more businesses begin to recognize the value of our local economy. Quality health-care and education services are readily available. The Police and Fire Departments provide quick response times to increase public safety.
As a City Commissioner, we strive to be good stewards. I am proud to know the Commission's decisions are based on value to the community and long-term results. This Strategy has yielded growth in Pikeville in the midst of a national recession. Pikeville now serves as the Regional Leader in Health-care, Education, Finance, Retail, and Entertainment.
Pikeville is more than the most Beautiful City in Kentucky, it is home.

My vision is to be the most progressive, cleanest, best maintained city in eastern Kentucky. I want to be business friendly, tourism minded, and continue to support our educational institutions (Pikeville City Schools and University of Pikeville.) We need to continue to encourage and support the Pikeville Medical Center, our biggest employer. We have great recreational facilities and we need to maintain them in a first class way. Another very important goal is to maintain and improve our public utilities.
My goal is to foster a spirit of cooperation between the City of Pikeville and the Pike County Government, working on common problems for the betterment of all our citizens.

I want the citizens of Pikeville to know what an honor and privilege it is to serve you. The past seven years have been quite an experience for me. In this short span of time, I have seen many great things happen. I am so glad to have a part in the progress of this great City. It is no wonder that Pikeville is considered to be one of the most progressive Cities of the Commonwealth. Good things continue to happen.
The City has never looked so good. Pikeville's UMG continues to do an outstanding job helping the City meet its commitments to our citizens and to our business community. I am particularly pleased with the vision of our Mayor and Commission and how well they work together to achieve their goals. I would be remiss not to mention the important role our City Manager plays in the success of our City. No doubt, without his leadership, and his dedication our goals could not be met. I am equally impressed with the devotion of our city employees, police, and fire department.
My goal is to continue supporting Pikeville's Strategic Plan, (our road map to the future) and at the same time keeping Pikeville within its budget. I am proud of our city and the good job it does.

It is an honor and a privilege to serve the citizens of Pikeville for the past 7 years, and I would like to thank the citizens of Pikeville that have allowed me to continue the work and progress we have made with completing a vast majority of our projects in our 10 year comprehensive plan we adopted in June of 2005, and various other projects we have taken on recently. I hope the work we do as a commission is satisfactory to you, and I believe with everyone working together for the common good we can continue to be the most progressive city in Kentucky. Since we adopted our plan over 80% of those projects have already been completed or in the process of completion. The largest item left to complete would be the Marions Branch project as this would have as big of an impact when completed as did the Cut Thru Project. I would like to thank the Airport Board for making this project a reality as now we can move forward and offer affordable middle income housing to our city. Not only will it open several hundred home sites and along with taking utilities to the project we will be offering sewer service to the residents of Island Creek in the upcoming months.
Also a reemphasis of revitalizing the downtown area is something the commission hopes to expand on with the help of the Pikeville Main Street Program. With the city’s acquisition of the Expo Center and the updated plaza area with it’s outdoor stage and seating area, the major expansion of Pikeville Medical Center with it’s addition of a parking garage and additional office space, and expansion of the Hampton Inn property with the recent announcement of the Hilton Garden Inn, the new University of Pikeville medical school building and the soon to be completed Justice Center in downtown, we need to move forward in reintroducing retail shopping and dining to this area.
Pikeville is the most progressive city for it's size in our Commonwealth , and perhaps the country and I am very appreciative of the opportunity to continue to work for more progress and continue to attract business's and job opportunities for our young people so they will continue to live and raise their families here. I also see the city as being a bigger influence on other municipalities in our area as we expand our infrastructure to the areas that need it the most to improve our way of life here in Eastern Kentucky.
Thank You
Jimmy Carter
